Civilized discussion does in fact exist

It used to not be that way. Back in our social studies classes in high school we'd breakup into 2 groups at randon, be given our argument, and have to write our 4 reasons for our position in the argument. An example was one side was pro automatic weapons and the other was against. We'd have our debate then switch sides and repeat the reasoning process. The winning side was the one every one agreed was the winner. We rarely had winners.
