Ever parented a toddler? I agree with "take them to the damn park", help them spend their energy. However, that's not always possible, and just "sitting their asses down" makes me actually LOL. They're little irrational monsters with a nearly limitless supply of energy. Having them not do everything you described above is WAY easier said than done.

Because parents can't always take their kids to the park, and even if they do, the kid is going to have times when they still run around and make a bunch of noise That is the parent's problem to solve

Toddlers, uh, tend to do that. The parents have duties that they need to attend to as well, and may not be able to be on the kid 24/7. However, since you as a tenant do have rights, if you mentioned the issue to your upstairs neighbors and they made no effort to prevent the noise and disturbances from there on, I would say to file a complaint.

That kid needs to learn how to walk. Yea, you can go to park, but you cant be there 24/7. Our upstair neighbours had todler, we heard him every day. Not once I through its something I should complain about. I was same as todler and so was everyone else.
