The main problem of any scandal of a decently popular game is it DOES have money on the line, in the form of the audience/viewership you get purely based on your alleged speedrun performance, which is almost a zero sum game where that's coming at the expense of legitimate players. So your "exception" of if money is on the line applies to practically all of them that you'd hear about in more mainstream channels like Karl Jobst.

People cheat at everything. They cheat at professional sports, they cheat at business, they cheat at interpersonal relationships, etc. For the cheater "it's no big deal, I did what I felt I had to do to win" For the people involved in whatever world is being cheated "they're damaging the integrity of what we have here, and causing harm" For everyone else not in the first two categories "who cares". Just because you don't care about game speed runs doesn't mean that it's not important to other people, and if those people say cheating is a problem within their world it's their call to make. You don't have to get involved, but don't try to minimize the concern of people whose world you don't care about in the first place.

I like watching people who are really good at things, even things I have no personal interest in. I've watched many videos about Trackmania, I've never played, probably never will, but watching someone master something is interesting. Real speed runners are more precise than almost any other activity and I find that compelling. The cheaters wouldn't cheat unless there was something in it for themselves, and that may be just clout within that tiny population you mention In a time where AI is taking over, people want to watch humans achieve great things, even if it is a KiDs gAMe. I think if you cheat you should be cancelled in some regard, of course doxing or death threats are over the line, but internet gonna internet, there is no gatekeeper. Also I don't think 10% of the population cares about speed running
