It started in South Korea as a feminist movement due to increasing pressures towards women to have children, and a sense of sexism and misogyny in the country. There's also some women leaning into the extreme and shaving their heads, wearing baggy clothes and refusing to wear makeup. It's essentially protest against the patriarchal society, and now since trumps win it seems to be gaining traction in the US due to the perceived threat of women's reproductive rights.

Granted, the stories you hear about South Korean men doing insert criminal act and it can happen as early as middle school. I do not necessarily blame the women from protecting themselves. The most recent was the telegram incident in which literal group chats of south Korean men are exchanging photos of women they know etc. The 4b movement makes sense over there. There is also the patriarchal nature of that society as well.

It has gotten a lot of attention in the west, but it has been slowly working over there. However there issues are much more ingrained, which is why it's been effective.
