I think this is only an unpopular opinion for people that don't work in offices lol

I could shut down a plant pretty easily and cost the company millions a day, pretty sure I would be fired the same day.

The OP is probably referring to government agencies and not the private sector. The private sector will let you go if you don't do anything or cost the company too much money. It might be feasible to get away with doing basically nothing in a company like Amazon or Walmart, but, for smaller companies and businesses. You will be fired.

True. It's a pain in the ass to hire and train so even underpreforming people are fine. Especially if they get along with everyone else and don't cause any issues. It's good job security.

If you watch first amendment audits, it's even worse for public servants. You can literally attack your boss and have your boss abducted by criminals and not lose your job. I just saw a video where a public servant attacked a journalist, didn't get fired or arrested and then two years later printed out signs that illegally tried to restrict citizens rights. I don't know about you. But if I beat my boss up and then had my friends hold him captive in a spare room, not only would I be fired, I'd be in jail for decades.

Yeah public government is pretty bad. My partner has had multiple sexual harassment incidents and all of them have turned into a minor slap on the wrist. In most corporate workplaces, they would've been gone instantly
