Stupidly in the USA a lot of tests are done without seatbelts. Hence why we have 2 stage airbags and laminated side windows now.

This is probably coming out of my rear, but I think it's also to decrease damage to other people ALSO IN the car. In a collision, you don't want to be slamming (heads especially) into another person... OR if the car flips, you don't want your body weight also slamming and then crushing another person

Blame insurance companies that bitched about the cost of medical care of drivers who weren't wearing a seatbelt in automobile accidents. They lobbied to make it a law to save them money

Of course if you truly understand insurance you know it's a "risk pool" and the costs of all claims incurred by insurance companies are spread out and rates adjusted accordingly-can be up or down (during Covid rates dropped for many). In other words-you pay for idiots not wearing their seat belts.
