Did you forget that people actually work in these spaces? Do you expect a store clerk to work 8 hours inside in winter gear, just so you can be more comfortable on your 10 minute shopping trip?

Making places exceedingly warm makes it more comfortable for the people visiting, not the people who work there. In my car, I'll put the heat on the highest level because I'll only be in the car for 30 minutes. If I'm driving it for an hour or two, I won't have the air as hot because I'll be in there longer. Same thing with buildings.

I do and 20° is still too warm. Do you just wear the same thing during winter as you would during Summer + a jacket? When it's cold outside most people dress warmer generally., not just a warm jacket or coat. So why heat to summer like temperatures? I'm not advocating to have the same temperature as the outside, but to heat to a temperature that is comfortable for the clothes people are actually wearing.

They did this in parts of Europe during the Energy crisis that followed Russias invasion of Ukraine. They didn't cut the heating completely, but, the goal was like 19 degrees in offices, busses etc and it was so much more comfortable I think. Because those places heat up anyway when there are people inside

Because inside you expect comfortable temperature. Otherwise it wouldn't be called "insides" and it would have just the same temperature as outside. I don't know why you are wearing warm clothes inside.

You Just Need to dissipate the heat you stored inside your clothes 20°C Is reasonable for a working temperature (I'd Say no more than that), when I enter a 20°C place I stay in t-shirt for 5-10 minutes to cool down and then wear my jumper and usually I am comfortable with that
