+29 If it's considered rude to point out after not seeing someone for a while that they've put on a lot of weight, then it should also be considered rude to point out that someone has lost a lot of weight, amirite?

It's because losing weight is generally good and gaining weight is generally bad. inb4 "uhm ackshyually": yes, I realize there are cases where gaining weight is good and losing weight is bad.

It feels weird, right? "Look how much weight you've lost!" feels so much like "You were so fat!" Thing is, the person realizes that and they're happy about the weight loss. So it's still a positive thing. No taboo here.

This is nonsensical. One is congratulating someone on something positive that they accomplished, and which they will likely enjoy hearing. The other is reminding them of something that they are almost certainly well aware of, which they may well feel shame and/or other negative feelings about, and where nothing positive is likely to be accomplished by you remarking on it. You are severely lacking in basic social understanding, if you think there is no meaningful difference here.

You should always say, "you're looking well!"

That's straight up just not true People who work hard to change their body generally like others complimenting it. If you spent a year doing your best to lose 100 lbs, a compliment feels good. If you spent a year in the gym trying to gain muscle definition, a complement feels good.
