You do realize that in most rural areas, there is no other district just a short ride away, right? Where I used to live, the nearest district outside our own was 26 miles away. I'm sure you agree that shutting down the only choice kids have would be pretty foolish. Many people don't realize that schools that consistently underperform are taken over by the state. The school name, hours, etc., don't change, so it may not be obvious to outsiders, but it does happen. "Bad" student culture can be turned around. If you're serious about wanting to improve public schools, why not look into running for your local school board?
