This is just untrue as they just add chocolate to the mix to make it a chocolate flavour, not cocoa. There probably are some manufacturers that use cocoa but i believe most just use chocolate

Chocolate is pretty much just cocoa, sugar and milk. It's not a huge leap to call it chocolate flavoured when it's a colder and creamier version of everything that goes into chocolate
