PBs are about competing with yourself. Give yourself a medal if you want. The Olympics are about competing with others.

I think all participants at the Olympics already get a commemorative plaque. My banker has one in his office from some Olympics he participated in in the 70's.

Getting to participate in the Olympics is a huge honor in and of itself. They don't need extra. Adding extra will only cheapen it

Are you drunk? To get to the Olympics, you must already have an official time recorded, and so you would have an existing PB. Therefore, just because you run at the Olympics, you would not automatically have run a PB. Oh, I see what's happened here... you've taken 'If someone has achieved their personal best time in the Olympics...' to mean that we're only considering their times at the Olympics. That's not what a PB is and not what OP meant.
