Waste and inefficiencies happen BECAUSE of understaffing. It's counter-intuitive, but when you don't have time to stick your head up above the water, you don't have time to create a more efficient system for those working under you. Oh you didn't have time to attend to a task? Something automatically clicks over and the company got charged $10k. Oh you're overseeing too many projects and can't focus on any particular one? All of them are likely to run inefficiently. Burnout causes the best employees to quit far more than "demoralizing due to other low performers." And companies that are understaffed are then in a panic to replace and don't find good candidates because they don't have much time to vet, they need a body in a seat right now. (Which also leads to them overpaying.) Understaffing is the enemy more than overstaffing.

When you figure out a way to get rid of all the low performers, keep a company safe from disgruntled employees and the government, and to have everyone learn how to do everything without any bureaucracy mandating what's done then we can get rid of all those people. But as things stand getting rid of those people would cripple a company or leave it to slowly fall apart.

I know what you mean about working around under-performers, it's definitely a drain on efficiency and morale, but I largely disagree with you and have felt the exact opposite many times. There were times in the past when I worked at companies where everyone was expected to work overtime almost daily… or when everyone still called me on vacation or sick days. Even taking a sick day was frowned upon and companies expect you to make your entire life about work. When I was a working mom it was the worst. I had a child in critical condition in the hospital and it was implied that taking time off would put my job in jeopardy. I don't want my entire life to be about my job.
